Public work is published: federal opportunities on SAM.gov, state and city work on individual procurement portals, and school, transit, and utility authorities on their own systems. The problem is not access — it is that each portal has its own registration, notification, and document workflow, and nobody on a job site is checking them daily.
Private commercial work moves through plan rooms and general contractor invitation lists. Getting on those lists requires prequalification packages, current bonding and insurance documentation, and past-project references kept ready to send.
Direct relationships with owners, developers, and property managers produce the highest-margin work because it is often negotiated rather than hard bid. That channel only compounds if someone follows up on every submitted bid, won or lost.
