Qualification is where money is saved. A disciplined bid/no-bid decision uses license, bonding, radius, schedule, competition, and margin fit to kill bad pursuits before estimating hours are spent.
Estimating coordination, proposal development, and submission are execution: assembling takeoffs and vendor quotes, writing the narrative, gathering required forms and certifications, and getting the package in early and complete. Follow-up closes the loop — status, awards, and debriefs feed the next cycle.
