Public and institutional bids are scored for responsiveness before price is even considered. A missing certification, unsigned form, or unacknowledged addendum can disqualify a competitive number outright.

Vague scope language loses private work. When exclusions and qualifications are unclear, a GC assumes risk sits with them and prices around you.

The largest compounding loss is silence after submission. Debriefs tell you where you were, who won, and what the buyer actually valued — information competitors who never ask do not have.
