How fast can a contractor see results from outsourced bidding?

The detail
Bidding is a lagging system. A bid submitted in month one may not be decided until month four because public bodies award on their own calendar. That is why a single month is never a fair measurement window.
What should move immediately is activity: opportunities reviewed, bids qualified, packages submitted, and follow-ups logged. Those are leading indicators, and they are visible in the first weeks.
Relationships compound. Each submitted bid puts you on a GC or owner's radar, and the second and third bids to the same buyer convert at a higher rate than the first.
